AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI assistants have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democracy just over a week before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these political entities, the study indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched across the continent for the performance of the PVV.

The far-right party of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

All major parties have ruled out an alliance with the PVV, meaning the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
